Bidding of govt contracts to be made public via MyProcurement

PUTRAJAYA: Details of bids for government tenders will now be open for public viewing via the Govern­ment's tender portal known as MyProcurement.

Prime Minister Datuk Seri Najib Tun Razak who launched the portal here yesterday said: "The move is to boost transparency and to prevent any corrupt practices in the awarding of projects and procurement."

The portal will comprise tender advertisements and the names of successful bidders will be uploaded on an hourly basis to ensure "real-time" information is disseminated.

To further boost government integri­ty, bidders will from now on have to pledge their commitment to ensure projects awarded to them are executed responsibly and are "graft-free".

Najib said that effective yesterday, bidders would have to sign a declaration letter upon submitting their bid and sign another letter if the bid was successful.

"This is our commitment to fight corruption and enhance government integrity. We want to show that we have the political will to rectify problems, unfair exercises and other negative issues related to the awarding of tenders and procurement dealings," he said at the launch of the Finance Ministry's MyProcure­ment portal here yesterday.

He added that apart from political will, support from the private sector and the masses were also crucial to rid the country of corrupt practices.

Najib also reminded civil servants on the importance of executing decisions expeditiously to boost public and market confidence on the government.

Members of the public can visit MyProcure­ment portal at: http://myprocurement.treasury.gov.my. For a start, it will display a list of tender advertisements and results for all ministries from June 2009.

Details of tenders, links to relevant ministries' websites are also available while tender results will be displayed for 14 days after the acceptance letters are issued to the successful bidders.

On another matter, Najib told reporters after the launch that details of the key economic activities and areas under the New Economic Model (NEM) would be made known to the public in stages within the year.

He said a lot of work had gone into planning the NEM and the Govern­ment could not announce all details "in one go".

"I hope this will satisfy some sceptics out there who want everything to be announced in one go, which is impossible."

On public feedback, Najib said: "Basically, the public is positive about it. The rakyat and the market are aware of the Government's direction and the end game is already made known."
