Amendment to regulations for part-time workers

MALACCA: Regulations for part-time employment will be amended by the middle of this year to better regulate and protect part time workers and their employers.

The new regulations would apply to those from the private sector and lower rank civil servants who have obtained approval from their respective heads of departments to earn extra income via part time work after office hours.

Human Resources Minister Datuk Dr S. Subramaniam said the proposed changes to the Employment Act are currently being studied by the Attorney-General Chambers and would be implemented once approved.

He said many questions had risen over the issue following the implementation of the Government circular allowing civil servants to work part-time.

“The employers want to know their rights and what they can do while the part timer workers want to know what are their responsibilities and claims against their employers,” he told reporters after launching the Labour Day celebrations organised by Cuepacs on Friday.

He added the changes would also help clarify regulations concerning Employees’ Provident Fund (EPF) contributions, Social Security Organisation (Socso) coverage and medical entitlements.

Some 13 million workers from the private and public sectors would be covered by the new regulations once it was implemented by June this year.

However, he said that the issue over minimum wage for part-time workers was an issue that would be dealt with separately by the ministry.
